The circumcision scar line of the man with the high style will be part-way up his penis whereas the circumcision scar line of the man with the low style will be close to the rim of his glans. The scar line of the man with the high style will therefore be higher off the ground than the scar line of the man with the low style; that scar will be closer to the ground and therefore lower. Hence "high" and "low".

So when keeping in mind that circumcision is only inflicted on about 15% of the worlds children and that in the countrys where it is most prevalent women have no say in the procedure it would be very low. There is in fact no such thing as a safe circumcision> that is like saying safe amputation of healthy limbs.
