I assume that this is a petrol engined Mondeo The Mondeo's idle speed is controled by a sealed air system Most erattic idling problems are caused by an air leak somewhere in the system.
A Ford Mondeo shakes at a low speed most likely due to warped rotors. When rotors are unevenly worn the surface area will not remain balanced. This then results in a shaky ride.
There is no adjuster. The Electronic Control Unit (ECU) sets the idle speed and you can't change it.
