It is an individual that has attended Signalman (SM) A-school in the United States Navy and also achieved the rank of E-4 (Petty Officer Third Class). When the rating (job) and rank are combined, one would use the term Signalman Third Class (SM3).
As a side note, the rating of Signalman (SM) was merged into Quartermasters (QM) in 2003.
Signalman is the person's rating (job)
the '1st class' part tells you the person's rank, in this case it's Petty Officer First Class.
Example: Signalman 3rd class is a Signalman, Petty Officer Third Class.
A signalman stands on the signal bridge and sends\receives visual signals (messages). You'd see these people in movies flashing big lights.
Note: The signalman rating was removed in 2004 and no longer exists.

Not sure about male, but I found the first female Signalman was Elizabeth Nelson-Hein of Jasper, Alabama. The U.S. Navy disestablished the rating of Signalman in late 2003, reassigning visual communications duties to the Quartermaster rating. Signalmen were either absorbed into the Quartermaster rating, or allowed to switch to other job fields in the Navy. Many chose the Master-at-Arms rating, which expanded dramatically to meet the needs of the Navy in the War on Terror.

The 2nd class indicates that they are a 2nd Class Petty Officer. They hope to become a 1st Class Petty Officer some day. A Signalman is one that is responsible for signals on the ship. The flags, flashing lights and semaphore are their responsibility.
HM3, or Hospitalman Third Class, is an enlisted rank in the United States Navy. It is equivalent to the rank of E-4, or Petty Officer Third Class.
In the modern US Navy, the equivalent rank to a Radarman Third Class is a Operations Specialist Third Class. They both serve as enlisted personnel responsible for operating and maintaining radar systems to provide situational awareness and tracking of objects in the Navy's operational environment.
