Having a friendly and personable attitude, patience, and very good communication skills, in addition to organization and computer proficiency are also paramount to this line of work.

First, The HR manager needs to do a Job analysis to see the the job description of the employee and the responsibilities. Second, The HR manager needs to choose PA method to which he is going to use. Finally, The HR manager needs to the necessary rating to see if the employee forfills the necessary critera.
Functional skills are all skills an object or person has wheras key skills are compusory for a job or task
A key skill is a particularly valuable or necessary ability for a job. For instance, for a court stenographer (the person who types out the court record word by word), knowledge of legal shorthand and a high words-per-minute typing speed are key skills because without these two skills the person will be unable to do the job.
Required skills are necessary in any business to make a profit
Communication skills are a must, as you are responsible for keeping employees in the know about their benefits.
The certificate in Human Resource Management is mainly designed to improve and elaborate the skills and knowledge of individual working in HR field, as well as professional in supervisory riles. The certificate course is not necessary for traditional HR position but it will be helpful for managerial role.
