I think we're talking about the "on board recover valve" which is a one way check valve in the charcoal cannister connected to the gas tank. It directs displaced vapours from fuel being pumped into the tank to the cannister. Sometimes it can get stuck (clogged with spider webs for instance) preventing the proper displacement of vapours which in turn shuts the nozzle of the fuel pump off to prevent pressure increases. You will be unable to fill your tank properly with this problem.
Alternatively, just read this explanation: The ORVR is in the top of the fuel tank and is a an OVER FILL CHECK VALVE. If you were to TOP OFF the fuel tank, this valve bleeds fuel to the canister so it doesn overflow. They crack right along the top seam. Many ECHOS/COrollas/Camrys have this problem after a number of years.

You dont , it is controlled by the ECU , the is an "Idle Speed Control Valve" Which is located under the throttle body. should check it to see if the valve inside of it is stuck .
