They came first for the Communists, and I didn't speak up because I wasn't a Communist. Then they came for the trade unionists, and I didn't speak up because I wasn't a trade unionist. Then they came for the Jews, and I didn't speak up because I wasn't a Jew. Then they came for me and by that time no one was left to speak up. - Attributed to Pastor Martin Niemöller (1892-1984) about the inactivity of German institutions and intellectuals following the Nazi rise to power and the purging of their chosen targets, group after group. There is no difference exactly, but speaking to is more to do with YOU talking. Speaking with implies a group conversation where you are speaking AND listening. I think conversing is a better word for this, but that's just me :)

Of course the prayer of one person can affect a nation. We must remember that God would not talk to everyone. He always had a chosen one to tell the people what He wanted them to know. And, when the people were in trouble or had a problem, that chosen one would speak to God on their behalf.
If someone is not available to speak for themselves, a person might say "on the behalf of *so and so* I would like to thank you...", or "on the behalf of *so and so* I am informing you...", or "on the behalf of *so and so* I am requesting...".

Because you can't speak for someone you don't know. Example: I could ask you to speak in my behalf, i could tell you I'm a good person, but for all you know I'm a murderer that eats kittens for breakfast.
