Tell your phone company. They will change your number for no charge. If you don't want to change your number, keep a record of the phone calls, time they came in and duration of call. Notify the phone company and it will advise you on filing a criminal complaint against the other person for harassment and perhaps block that phone number from calling you. But for either action, you'll need some kind of history of the harassing calls as a basis for the criminal complaint or the block.
If you are suffering from harassing phone calls you need to report them to your phone company's security department. Especially on cellphiones, YOU are paying for the incoming calls!
Your first place to complain would be the phone company. If you are getting harassing calls, there is a code you can enter after the call. After you have 3 such calls, you can get the phone company to give you something to take to the police. If you mean telemarketer calls, then you could either complain to whoever is commissioning the calls (if they come from a 3rd party), or get your phone number changed.
In order to remove your name from the list you need to contact the company and say you wish to be removed. If you answer one of the phone calls, you could always ask for the person on the other end of the phone to please remove your name.
