A drain plunger is sometimes (though rarely) called a force cup. Asking for a force cup at the hardware store will only slow your ability to get one, and it could easily result in your being thought of as a "wise guy" or something else.

On some cars yes... simply place the plunger over the keyhole and 'plunge' as hard as you can. On some vehicles the air pressure will force the locking mechanism upward thus unlocking the door. Most modern vehicles are designed to stop this.
