In the state of California, a citizen can make a proposal to make a law and have it put on the ballot for referendum provided that he has demonstrated sufficient interest in it by the voters at large. These initiatives are called by the name "proposition". This term says that the proposed law came from the general population and not from the legislative body.

This state is different in that the common citizen can effectively legislate without the local or state government approval. The technique is used very effectively because the legislature cannot over rule these voter approved laws with other legislation. They must be voted out, not legislated out.

One of the most famous of the proposition laws is called Proposition 13. This is a cap law about property taxes. At the time it was voted into law, there was an exorbitant property tax and this proposition put a "cap" on the amount of property tax that state and local governments could assess against a property.

There is no limit to proposition law initiatives as issues before the state can vary from year to year. This is one way that voters can effectively change what legislators can do without rewriting the entire state constitution.
