Having just seen the film I can say with certainty that Jackie Chan is not in the film. In his autobiography "I am Jackie Chan" Jackie Chan says that he made a film in 1963 with Li-Li Hua called 'The Love Eterne' however Li-Li Hua is not in the film. I can only assume that an error was made with the title of the movie Jackie made with Li-Li Hua who made several films in that year.
Jackie did have a house in the USA for a few years but has always lived in Hong Kong.
In 2012 while promoting CZ12 Jackie Chan announced that CZ12 would be his "last big action movie". Clarifying his statement after press took that to mean CZ12 would be his last movie ever, he said that he meant it was the last movie in which he would focus solely on big action sequences and big stunts prefering to do movies with more drama and acting. Subsequently Jackie Chan made Police Story 2013 which as a hostage drama has a lot of action in it. At a press conference to announce the release date of the movie (24.12.13) Jackie Chan was obliged to say that he had gone back on his words as this movie had a lot of action in it. However he did say that the director (Ding Sheng, Little Big Soldier) had deceived him because the first script had no action but as shooting progressed more and more action was written in. Jackie Chan is due to make Skiptrace in the latter half of 2013 which sees him playing a police officer who is on the run from a Russian hitman sent by Macao Triads to kill an American gambler who owes them money. The film also promises to have some action in it although it has already been said that Jackie will have a more backseat approach to the action. Huayi Bros announced two upcoming projects with Jackie Chan titled Manhattan and Wolf Flag to be produced during 2014. Karate Kid 2 and a potential role in Expendables 3 are also under discussion. So the answer is no, Jackie Chan did not retire.
