Procedures are carried out in proper hospitals and clinics rather than in the non-sterilised hotel rooms or offices where the illegal ones used to happen, and the doctors performing them now have proper equipment, training and backup. A legal abortion in the first trimester is still statistically safer than bearing a child to term.
