One responsibility that is only for US citizens is the right to vote in federal elections. Only US citizens are eligible to participate in the democratic process by voting for their representatives in the federal government. Non-citizens, including permanent residents, do not have this right.

Citizens vote for leaders to represent them and their ideas, and the leaders support the citizens' interests.
The right to vote is guaranteed for all US citizens. So they would apply for US citizenship, then register to vote, like the rest of us citizens. Unless you mean getting the right to vote in Mexico.
