A: LEDS are basically a diodes.So yes they can be strung right across the AC line. Unfortunately the reverse voltage is very low and tend to leak at hi voltage. the design should provide protection for the reverse voltage with resistance across each to equalize the leakage current otherwise it will work only once.
Peak reverse voltage of a diode is the maximum reverse bias voltage can be applied to diode which does not cause break down.

The breakdown voltage of an insulator is the minimum voltage that makes it partially conductive electrically. On the other hand, the breakdown voltage in a diode refers to the minimum reverse voltage to cause it to conduct in reverse.
One voltage is greater in thyristor whether forward breakover or reverse breakdown voltage. The greater of the two voltages in thyristor is forward breakover voltage.
All diodes have a tiny voltage when current flows in a 'forward' direction. And a Reverse Breakdown voltage when current tries to flow in a reverse direction resulting in a high voltage.
