Yes, although you will need to carefully investigate the admissions requirements for the veterinary school or schools in India as well as the immigration and veterinary clinic laws and regulations for the country you wish to practice in. I know of several veterinarians who trained in India then immigrated to the United States and have opened successful veterinary clinics in the US. It's possible, just not the easiest option to take.

Typically if you do not have payment arrangments with a facility concerning your pet then in actuality you have stolen the services. I do not know the penalty but it cant be good.
Work experience in a veterinary clinic. I don't know what level you are currently but you will need to take biology/chemistry subjects as much as possible, math with be useful as well. Then go on to study veterinary medicine at university. Good luck!

The rabies tag should have the veterinary clinic's address and phone number on it. Call the clinic number and give them the tag number also located on the tag. They should be able to do a search in their computer system by number. The tough part is, each clinic is responsible for their own rabies tags. So, no other clinic would have access to these numbers or know who the dog belongs to. If the dog has a microchip tag on their collar, you can call that number and give them the number on the microchip tag. They will have the information 24/7. Otherwise, if its in the evening, weekend, or holiday, the veterinary clinic you are looking for will be closed and there is no way of locating an owner. Another reason to have your dog microchipped.

Be honest, but try to use what you know or have experienced with animals that you can share. Example...have you had dogs, cats, or other domestic pets? What do you know about care and cleaning of animal habitats? Are you willing to do 'menial' tasks, like cleaning stalls, etc.?
