i assume you are talking about the arbiter. the sangheili didnt team up with the unsc until 2552, and halo was was before that
I've been trying to find the same thing out, but I believe it goes "Sang-hee-lie" or "Sang-ha-lie" Major Zeo: I think its pronounced sang-hey-lee.
The Sangheili home world, Sangheilios, is not featured in Halo 3, or in any other Halo game. It is only mentioned by Rtas 'Vadum when talking to Arbiter Thel 'Vadam.

if you mean what does the term mean, the covenant are an alliance of multiple alien races ( the sangheili, unggoy, jiralhanae, kig'yar, huragok, and the san' shyuum) but if you mean what are their beliefs, all of them follow their religious figure, the prophets (san' shyuum). the prophets feel that humans are inferior and should be eradicated.
Elites, or "Sangheili", in Halo are the second highest race or caste in the Covenant, and served as the military leaders before the Great Schism (when the Elites and some followers broke away from the Covenant). They are the tall aliens that seemed to server as leaders of small groups of grunts in the Halo universe as many know it.
Short answer: bad. In Halo: Reach the Elites (Sangheili) are fighting for the Covenant. This is rather confusing to many players as they were allied with the UNSC in previous Halo games, but keep in mind that Halo: Reach is set before even the first Halo game, Halo: Combat Evolved.
You know this REALLY bothered me in Halo 3. Because I mean, come on! They were all great and wonderful to the elites in Halo 2 ,and then all of asudden they have a huge change of heart? That just doesn't make any sense. The grunts are still enemies because they never rebelled against the prophets. It was the Sangheili (that is the actual "race" name for the Elites) that rebelled against the teachings of the prophets.
A clan in halo is a gaming group, comprised of a leader, a second in command, and; varying from clan to clan; other ranks/classes. A clan may be competitive, social, *creative, **based upon something, etc. A clan may have a website/homepage which may/may not require you to join to be in the clan. *- Forge, Machinima, Screenshots, etc. **- An all elite (Sangheili) clan which follows the same ranking system as seen in the story.
