As little as a 20V electrostatic discharge through some modern components will cause latent damage that could cause sudden failure months or years later.
You can use a power bar to ground yourself if it's plugged in. Since the ground wiring normally bypasses the on/off switch, it doesn't have to be turned on either.Additonally, if you are working on a computer that has an on/off switch on the power supply, you can keep the computer case grounded by leaving the power supply plugged in with the switch off. This offers an additional layer of protection from electrostatic discharge.
