Commands displayed in the start menu that have arrows on the right indicate that a submenu is available for a command. A submenu is a second-level menu. Ex. "My Recent Documents" usually will have an arrow to the right of it. When you access your recent documents, you are actually accessing a submenu.
In windows you can access DOS mode by clicking "run" in the start menu and typing "command" into the blank. DOS mode can also be accessed via the boot menu (accessed by pressing F8 during startup) and choosing command-line.
When a menu item is faded it means you cannot access that option. Most of the time the option is faded when it does not apply to the function your have accessed.
'netsh' is a CLI command. It doesn't really have a 'menu'. You can have it list its options by using the /? argument to the command, such as 'netsh /?'

The characters are not chosen at random, they are accelerators (shortcuts). Open with an underlined O means you only need to press the O key to select the Open command. The Open command is typically found on the File menu which is typically accessed via ALT+F. Thus ALT+F, O executes the open command. The command may also have a more direct accelerator such as CTRL+SHIFT+O, which executes the Open command without opening the command menu. Command accelerators can be found on the command menu itself, to the right of the command.
Seach bar history can be deleted clearing browsing history which can be accessed by shortcut command Ctrl + H or from Chrome Menu or by typing the command chrome://history in address bar.
