I had to unlock my phone and what you do is ring up your current provider and they will give you a code to put in to your phone which will unlock it from the provider and then you can use any sim card from any provider in the phone.
take out the sim and type in #*7337# put the sim back in and youre done

No you cannot. Once a SIM card has been deactivated by the sercide provider it is no longer any good and can never be activated again. The only thing you can do with it is use it to transfer your contacts to a new SIM card with a card reader at your service provider's store.
