This is not clear enough for us to give a specific answer. The most likely answer is that it's either an "aside" or a "soliloquy". Both of these are more or less the theatrical equivalent of a "thought balloon" in a comic strip. The other characters on stage generally do not react to these, as they are supposed to represent the private thoughts of the character speaking.
