The Spore galactic code is a diplomatic treaty signed by all space-faring empires which is similar to the International Space Treaty or the Geneva convention.
You break it by using a WMD, like the planet buster or the gravitation wave.
If you break it, any empire within a 10pc radius will declare war on you, including allies but excluding the grox (who get a +50 relationship bonus, unless the WMD is used against them.
