You may be referring to the process by which people vote in state elections. There are several kinds of elections. Two of them are federal (for president, US senators and US Representatives) and state (for governor, state legislature). There are also municipal elections for mayor of a city, and sometimes "special elections," if someone in office died before completing his or her term and needs to be replaced. The US has 50 states and each one has its own elections. Thus, a state ballot is what you receive at your polling place in that state-- for example, I live in Massachusetts, so when I vote in state elections, I receive a ballot just for the candidates running for office in Massachusetts. Also, when there is a presidential election (every four years), voters in each state have the opportunity to participate in choosing a new president. The ballots during those years may include the state and the federal candidates.
