It's a concept coined by Bertrand Russell for the discussion of whether it's possible to prove the non-existence of god. He said that it's possible to claim there's a teapot orbiting beyond Jupiter, but no-one would believe you, so everyone is a teapot atheist without having to prove it isn't there. In a similar way, it isn't possible to prove the non-existence of gods, but that doesn't mean it make sense to think they actually exist.
