Often in Spring, as snow and ice melt from the Winter season, rivers tend to flood. Add the Spring rain, and at least in North America, there is a tendency for floods.
With that said, causes & times of floods vary, depending on the location of the river. The above description would not apply to the Nile River among others.

During a flood event, breaking its banks means the water gets high enough that the river outgrows its traditional banks. This can result in erosion and the creation of entirely new flowpaths for a river.

It is erosion by flowing water, especially when the river is in spate, that can widen the river's banks.
When you support a rivers banks it will make it harder for the river to break it's banks, this is because the river banks have been made stronger, so the water would have to be really strong to break through them if they are built right...!
The area that is normally covered by water when a river overflows its banks is called the floodplain. This area is the first part of the land to be flooded.
