Those are the initials of Frank Gasparro, the US Mint engraver from the 1950s to the 1980s. He was responsible for the Lincoln Memorial reverse on the cent and the Eisenhower and Anthony dollar designs, among other coins.

The Philadelphia Mint does not display a mint mark on its pennies because Philadelphia is their primary mint location. Mint marks are typically used to distinguish coins minted in different locations. Pennies minted in Philadelphia simply do not include a mint mark.
