The citizens of the city (usually divided into wards or precincts) represented by the various council members elect the city council in most cities.
City officials are elected by voters who are qualified to vote in municipal election. The Mayor and city council people are the offices most all cities hold elections for.

City council members work part-time and receive a monthly salary of $5,671, plus reimbursements for business expenses and healthcare benefits. Some cities also make an annual contribution to council members' accounts.

There are always town meetings even in large cities. These meetings are usually called "City Council Meetings". As a citizen you are usually allowed to show up and speak about a concern with your elected Council Members. Some meetings may not be open to the public forum.
In a city or municipality, the governing body is typically a group of officials who are citizens residing in that city, and represent areas or districts within the city. They are either elected or appointed. This group of elected or appointed officials is typically called a city council. In most cities, a mayor is the highest official, and depending on local laws, may preside over the city council. Individual members of this council are called city council members.
