A U.S version of a game means the English version of the game, you see not all games are English.
Some are Japanese and well that's all I see so far but I think it's because almost all the games you like come from Japan.

No, you can't get a gift through Mystery Gift using Diamond if you're in the Philippines and the event is being hosted in the US provided you have your country's version of the game since the Mystery Gifts are region specific meaning if you have a Japanese version of the game, you can only get Japanese Mystery Gifts which means if they're via Wi-Fi, you could access them anywhere in the world as long as you have the Japanese version of the game and Nintendo of Japan is the one who is holding the Wi-Fi Mystery Gift, the same applies to the US version of the game. If you have the US version of the game then you can access Mystery Gfit anywhere as long as it's the US version of the game and Nintendo of America is the one that is holding the specific Mystery Gift event.
