You should turn your blinker on, move in to the next lane, and proceed with caution. If it is a one lane road, you should pass at a very low speed passing as far from the vehical as possible.

i would suppose its because the weight in which they carry must be distributed on 18 wheels instead of 4, 4 wheels would not work Each wheel has a specific load rating as does the axle. The more tires you have hitting the road at a given time helps to reduce the stress on the truck/trailer and the road. The more wheels a vehical has, the higher (in most cases) the gvwr of the vehical is.

The same thing that must be done when ever a vehical looses its ability to go down the road by its own power: If you are still moving, pull off the road in as safe a spot you can manage. Use reflective markers, four way flasher etc to mark the car as disabled. Do not get out of the vehical until there is no chance of someone running into it. If this happens when the car is not moving: Activate 4 way flashers, deploy reflective devices to warn other drivers the car is disabled. Get to safe location Call for help
