You can build a very strong Scion of the Ur-Dragon deck that utilises a large number of different dragons for different things.

Does 5 headed dragon come in a starter deck?
Not a starter deck, but a special structure deck pack. They don't sell them in stores anymore, but you can order them off of Toywiz. The 5-Headed Dragon came in a Special Edition of the Dinosaur Deck, (the one that featured Super Conductor Tyranno). To summon 5-Headed Dragon, you need to fuse together any 5 Dragon cards, (it doesn't matter which, his attack points are 5000, and so are his Defense points). Here's a tip, if you plan to use one, If you put a Future Fusion and Dragon's mirror in your deck, along with a couple Polymerizations and Fusion Sage's, you can Summon 5-Headed Dragon very quickly in the Duel. It works best in a well-supported Dragon Deck.
What is the best yu-gi-oh structure deck?
In my opinion, the best Structure Deck is Dragons Roar. It is a simple deck, based on the Red-Eyes Darkness Dragon with Armed Dragon support and a few smart spell and trap cards thrown in. Very easy to tailor it to your own style, and being a Dragon deck (dragons seem to be quite popular) it is easy to find the cards that suit your deck from the couple hundred of dragon cards that are out there. I started with this deck, it taught me about strategy, and how to win with effects, rather than just winning by superbly high attack.The best deck is the Surge of Light deck. When Neo-parsah is summoned, with the help of the field card "Santuary of Light", it can do damage differences between its attack and the defense of the opponent's monster. Not only that it can raise its attack by the difference of the life points of the players. Other monsters in the deck have high attack power and pretty good effects, despite their low levels.

It depends on if u use the ban list or not. Red eyes darkness metal dragon, stardust dragon assult mode, and savior star dragon are my favourites. Use stardust dragon assult mode to negate any opponent's effects. Red eyes darkness metal dragon is very easy to bring out so u can have a beat stick in one turn. Use cursed prison to bring out savior star dragon and some how clear its binding effect. Then use Red eyes darkness metal dragon to resomon it over and over again. This deck is unbeatable.
