They generally screw on. Make sure the water supply is turned off. The spout should unscrew by turning counter-clockwise. Look for screws on the plate of the faucet, or remove the center cap on the faucet (pops out) and remove the screws.
I generally mount them so the spout is about 3 inches above the sink, but a lot depends on the design of faucet.

I take it that you are mounting it out side, put the shut off valve in side, with a drain on it,
Change the faucet, either one will mount on the sink.
The system may need a rebuild. depending on the brand, the faucet can have the internal ball and gaskets replaced to stop the leak.
