It means that the calf is being separated from its mother so it doesn't drink milk anymore, or is not allowed to drink milk from a bottle or bucket (if it's bottle- or bucket-fed) anymore, and is made to get used to no longer drinking milk for the rest of its into-adult life.

A weaned calf is a calf that has been forcibly taught to not be drinking milk either from its mother or from the bottle/bucket. By "forcibly" I mean the calf is weaned by its mother with her kicking it off, taking calves away from their mothers, or watering down the milk replacer formula until it's almost all water then taking it away from the calf permanently. It should be understood that it is natural for a young animal to be forced to not drink milk from its mother by physical punishment from its mother. Any method of weaning can be stressful, no matter what "low-stress" weaning practices are done.
