There were no silver cents minted, ever. (The did mint a silver 3 cent pieces from 1851 to 1873. Your silver 1964 penny may be silver plated, or a mint error. A 1964 bronze penny should weigh 3.11 grams. If that's what your coin weighs it's only worth a cent. A Mint error, a penny struck on a planchet intended for a silver dime could be worth a $1,000.00
