How do you become an Anglo Catholic?

I'm guessing by going to an AngloCatholic church if you're Episcopâlian. If you're of another persuasion, go and speak with the priest.

Can Latin be used in a non Catholic mass?

I assume you mean non roman catholic. I am an anglocatholic and latin is used at our Masses sometimes. It is only for music though.
