The government is usually pretty good in telling a prospective job seeker what is required for the job. If they are specifying electrical engineer I would think they require an EE degree from an accredited university. Also there are many specialties in EE from integrated circuit designer to a power engineer so you would have to meet specific qualifications of the job.
It is the Electrical Engineers that do come up with all the networking standards like IEEE 802.11 and Ethernet. A EE with the CCNA automatically is able to have the title of Network Engineer.

It depends. You can be an EET after two years of college and go right out into a career. Or you can wait it out, do four years, be a genuine EE, and make a lot more money.

Generally, if you are interested in becoming an electrical engineer, you would attend a university and get a bachelor's degree in electrical engineering, and during your last couple years in university, serve as an apprentice to an electrician.
