The argument can be made that the British promised the Mandate of Palestine to both Jews and Arabs, creating the seeds of the Arab-Israeli Conflict. In the early days of the Mandate, the British also allowed for massive Jewish and massive Arab immigration to the area. Increased economic productivity in Mandatory Palestine led to increased jobs and Arabs from other Levantine areas came to the area to participate in the economic boom. The British placed no caps on Arab immigration at any point and only capped Jewish immigration in the 1939 White Papers. This allowed for the development of two polities which each attempt to achieve political ascendancy. In this contributor's opinion, this is an overly simplistic view which prevents the ascription of actual agency to the Jews or Arabs. The conflict "happened" to them as opposed to each of them taking an active role in bringing about the conflict.
