There is no absolute answer. You must clarify your domain of users and the purpose which you need to address. Your need could be to do with their computing ability, perhaps average age, maybe their propensity to purchase goods. Are they all actual users? Until the appropriate parameters are clarified you remain in the meaningless realms of seating the average '2.5' children!
