The easy solution is to buy extra seat belt clips that fit your seat belt mechanism from a junkyard. Put these in whenever you don't want to use the seat belt.
i discussed this recently with geico. aparently from what they told me in Illinois the only thing a seat belt ticket does to the insurance is take the seatbelt discount off of your policy. do in the discount box the seatbelt discount is no longer displayed. there is no set insurance rate increase.. according to geico.
Give the belt a couple of quick, short tugs to relieve the tension. The belt is most likely jammed. Then if it releases, pull it out slowly. If you pull the belt out too fast, it will often lock up. My mistake, I thought seat belt. The pulley that doesn't connect to anything like the crank or alternator is the tension pulley. It is spring loaded. Some have a place for a ratchet to go or you pry against the housing or the pulley itself as long as you don't pinch the belt. Relieve the tension and slip the belt off of another pulley and release the tension.
You have to replaced both seat belt tensioners, anytime on most newer car the seat belt tension locks up renders the seat belt useless a safety feature, during front end crash when seat belts are used the tighten up during a crash to keep you from moving forward, after the crash the tensioner are useless and the seat belts have to be replaced.
