An Estanco in Spain is a tobacconist shop. They have the monopoly (sometimes!) to sell tobacco and postage stamps. Over the last years, no cigarettes were allowed to be sold anywhere except through Estancos and Bar cigarette machines, but a couple of years ago rules allowed certain places (garages etc) to sell limited amounts. As silly as it sounds, the tobacconist also sells health cards!

"Estanco" does not translate well out of Spanish. It is the term used in Spain to refer to official government stores where tobacco products, lottery tickets, and other state-made products (like local bus tickets) are sold.
