Simple physics, Velocity(Speed)=Distance traveled / Time taken

so measure a set distance down your incline and time the toy rolling down if you want a true speed make sure the toy is going at full speed before it crosses the start line and you start your timer, otherwise you will get an average including the toys acceleration time and as such won't be a true representation

Why do you need to do experiment?

To prove or disprove a theory. If you didn't perform experiments you wouldn't have the evidence to move forward in your scientific knowledge. Try an experiment 4 times to get a reliable average result.
