A person that has had in depth training and experience in the use and handling of explosives, and holds licenses for the use of them. This is a very broad field, and it is rare to have someone that is "expert" in all aspects of explosives. A person may be very knowledgeable in rock blasting for mining, but have little experience in demolition blasting, etc. A true expert probably spends at least part of their time teaching in the subject.
