It's a clause that makes a complete sentence all by itself.

So... Julie ran outside. "Julie ran outside" is an independent clause.

Julie, who is my friend, ran outside. "Who is my friend" isn't a sentence by itself, so it's a dependent clause.

Theres a few things you have to know about middle school, you'll lose friends.. because of lies and rumors, so be prepared for.. well the un- preparable lets call it? The thing is, you find out who your real friends are. No matter how long you've hungout with them, or how much you know them at first. There are alot of.. hm.. "switching groups" ha.. and once you've figured out the people you hangout with arent the ideal situation, switch.. Just switchh.. It will bug them. Alot. they'll probably want you back.. But from there its your decision. In the end, people start to realize whats true and whats not, and you start to realize what you actually want.. which comes down pretty much to popularity? or true friends, and good times. After that happens, you have your real friends with you... Then all you need is to focus on having a good 3 years in middle school, which is good friends, sports and activities, and grades. Some people will think your tough, and will mess around with you.. let them know there wrong. let them know your not going to put up with it, you have feelings. they should know that. And last but not least.. boys/girls. Hmmm... that's a tough one. just know whatever you do..
