A compass rose tells a person which way is north on a map.

The direction of a magnetic field is defined by the direction in which a compass needle will point when placed within that field -that is, from north to south.
When you name a wind. You name it in the direction it is coming from, so a wind blowing toward the north comes from the south. It is therefore a South Wind.
