Tincture of mallow will ease the pain but I don't know of anything that will neutralise it.

In a way, depending on the type of conditioner you have. Usually it softens hair, or strengthens it. Conditioner is a neutraliser for shampoo, so depending on what in is your conditioner will determine what effect it has on your hair. Hope this helps :)
Do you use a neutralizer after the perm solution to get rid of a perm?
No. The neutraliser stops the perm lotion from working on the hair. If you just left the perm lotion on it would keep breaking down the bonds in the hair and the hair would be destroyed.
What do perming lotions and neutralizers do to the hair?
These can age hair or dry it out. However there are many shampoos you can use that undoes these affects. Perming lotions chemically rearrange the disulphide bonds (which give the hair it's strength) within the hair cortex (inside the hair) to make it wavy/curly. The disulphide bridges are split by the addition of hydrogen from the perming lotion. New disulphide bridges are formed and the hydrogen chemically changed. The neutraliser is added to stop this process. The neutraliser is an oxidising agent and supplies oxygen to the process. The hydrogen reacts with the oxygen and turns to water (H2O). And thus stops the perming process. If it were not stopped it would cause irreparable damage to the hair.
Can a neutralizer for a perm remove a perm?
If you leave the neutraliser on to long it can damage the perm and it will fall out. You should always get a lotion that is suited to your hair type and only leave it on as long as the manufacturer's instructions tell you to do. Make sure to rinse it out very well afterwards as this can also affect your perm.

Yes, however only when the person doing the perm does not know what the chemicals in the perm and neutraliser are capable of doing to the hair. Always ensure your hairdresser does a number of hair tests before perming the hair. If the hairdresser has done this and has experience of perming hair, then it will be safe to have a perm.
How do you change fish water?
I gently syphon the water out from the bottom of the tank into a bucket, thereby removing the mulm and poo that have accumulated on the bottom of the tank. Then I use the dirty water to water pot plants etc. I top up the tank by syphoning water that I have heated and prepared with chlorine neutraliser back into the tank from the bucket.

There are various reasons for this: if you have never had a perm done before your hair might have been a bit resistant the lotion was not left on long enough. The lotion used was nopt suitable for your hair. The neutraliser was left on too long. You need to talk to the person who did it so that you can figure out what went wrong so that it doesn't happen the next time.
