The RS-232 standard was originally developed at Bell Labs in the early 1970s, when the phone company owned all the phone lines, internal and external, and every piece of equipment connected to those lines (e.g. phone, fax, modem, PBX, hotel switchboard), you just leased the equipment. The purpose of RS-232 was to provide a standard for connecting a phone company owned modem (DCE) to a customer owned terminal (DTE). This would allow the customer, using his terminal, to connect to and login to a remote timesharing computer mainframe.

The original standard used 25 pin "D" connectors (DB-25), one male one female, but has since been modified to also permit 9 pin "D" connectors. Users frequently deviate widely from the standard as they are connecting to neither modems (DCEs) nor terminals (DTEs) and use different connectors or use signals in ways not described in the standard.
