Most poly(vinyl chloride) in common use contains, in addition to the polymers of vinyl chloride that constitute most of its mass, a substantially lower molecular weight substance such as a dioctyl phthalate. This added substance is called a "plasticizer", and even a fairly small amount of it can make an article of poly(vinyl chloride) much more flexible. However, there is much suspicion that plasticizers can have adverse health effects on humans when ingested, even in small quantitites, and it is known that plasticizers can be leached from the solid poly(vinly chloride) into water. Therefore, for use when there are health concerns about normally plasticized polymer (as in baby bottles) or greater rigidity is advantageous for a particular application, poly(vinly chloride) is also manufactured without any plasticizer; this is called "unplasticized".

Mechanically speaking though, it would make no difference. PVC is very common and works quite well in all its applications. If you want to save major cash though, use ABS.
