Tethering your android device allows it to turn into a hotspot or a router, which means sharing the devices 3g to other devices. Some phone providers add a lot of bloatware and add an app that makes you pay for tethering. Don't do this. It's extremely overpriced and it can be achieved for much cheaper, even free. Just head on over to the Android Marketplace and search for tether, and there you go.

Yes, you can tether an Android tablet to a similar Android-powered phone...the phone will act as a wi-fi hotspot. Go to Settings>More..>Tethering & portable hotspot>Setup wi-fi hotspot. After setting up your phone, look at your tablet's wi-fi and see if it sees your phone's wifi address/username. Click it, and type in the password you had setup for the hotspot. Your tablet should then be connected together. Note that data rates from your carrier may apply when you tether.
