Rule by the people is called a Democracy. Rule where the people elect representatives is called a Republic. Other common types of government include the following: Monarchy: rule by a king or queen Aristocracy: rule by aristocrats (usually the wealthy, educated people) Autocracy or Dictatorship: Rule by one person or a group of people. (Although of course most dictators claim to be leaders of democracies.)

I presume you're referring to limited government. Limited government is a system of government that puts restrictions on what the government can do. This is done to prevent any sort of oppressive rule from taking place. It is usually implemented through a system of checks and balances, and yes, you guessed it, the United States' government is a system of limited government, or limited power.

Why was the caliphate developed?
The Caliphate is a political system from the ideology of Islam that enshrines: the rule of law, representative government, accountability by the people through an independent judiciary and the principle of representative consultation. I'm sure some teacher requires that you memorize these six forms, but more interesting, and easier to remember, is the argument he uses to discover these six forms. Imagine three forms of government, that capture every possible form of government. Here they are. Government can be run by one person, some of the people or all of the people. Again, notice that this list includes all possibilities and that there are no other possibilities. Next, notice that any form of government can be good or bad; thus, you have the six forms. As I recall, the first is rule by a king and the bad form is by a tyrant. The second is rule by aristocracy and the bad form is rule by an oligarchy. The third is rule by polity and the bad form is by democracy. Aristotle thinks democracy is a bad form of government because the stupid people end up running the government.
