As far as I know yes its normal... I have an 03' also with a 1.8T in it and once I get past 80 or so that tach's way up over 4,000 rpm... was told by dealer that its because of the gear ratios :0) i have a 97 GLS 5 speed and at 69mhp my tach is at 3000, so yea, 3900 at 80 sounds good. go to autotech and get a new, lower 5th gear to drop it down....its a VW thing
master autotech about 60K but know this, most shops want to pay Flat rate time which means you will be constantly getting ripped off on your time. the shops will charge 75 to 100 per hour for your work, pay you 15 to 20 per flat rate hour, which means you have to turn 80 to 100 labor hours a week to make an ok pay ck.in short run as fast as you can away from this profession,or you , like me will be sorry 20 years down the road you didnt choose better.also know this all the dealerships and shops i have worked for NONE offer retirement.
