Texas is a big state with a vast range of precipitation depending on what part of the state you are in. It ranges from under 8 inches in the extreme western part of the state to over 48 inches in the extreme eastern part of the state. See Sources and related links for a map and charts.

According to http://www.srh.noaa.gov/hgx/climate/iah/normals/iah_summary.htm the 1971-2000 "30-year normal" rainfall in Houston is 47.84 inches.

http://cdo.ncdc.noaa.gov/climaps/prec0113.pdf provides a map of "annual mean total precipitation" across the contiguous 48 states of the USA.

Texas is such a big state that "averages" for rain and snow are essentially meaningless. Houston is pretty wet, especially in a year with any Gulf Coast hurricanes; El Paso is several hundred miles west, and is bone dry most of the time. Corpus Christi gets no snow at all, most years, while Dallas gets at least some every year.
