Texas is such a big state that "averages" for rain and snow are essentially meaningless. Houston is pretty wet, especially in a year with any Gulf Coast hurricanes; El Paso is several hundred miles west, and is bone dry most of the time. Corpus Christi gets no snow at all, most years, while Dallas gets at least some every year.
