Baby powder itself is made of talcum powder. The powder itself has a unique fragrance, but specific flavors, such as lavender were probably scented with what they are called, so lavender was probably made with lavender.
Actually, baby powder contains pure corn starch, tricalclum, phosphate, and fragrance. For those of you who don't believe me, I am reading this off of a baby powder bottle right now. Well Johnsons baby powder only contains talc and fragrance. But corn starch can also be used because it has a similarly soft texture.

Modern baby powder is really cornstarch with fragrance added, and cornstarch is a good cosmetic powder. You COULD use baby powder, but you'll walk around all day smelling like a baby. If one didn't want to smell like a baby all day, they sell cornstarch on the same aisle as the flour and sugar, and it's less expensive to get it that way. Apply it with a fluffy powder brush, or a Kabuki brush.
