A person who believes in God, for instance, might believe very strongly and have what works as proof for that person... but others might still doubt because that proof can be argued. No one has pictures of hanging out with God or a scientific study proving that God exists, and emotional proof causes doubt in people that only go by what they can touch... so we call that trust in God a belief rather than a fact. You might never have been to South Dakota, but you believe that it exists... in this case though, we have pictures and maps of South Dakota, so South Dakota is a fact for most people. :)
